A new project by Evernorth and Champlain Housing Trust will create 64 new apartments by renovating a group of buildings at Fort Ethan Allen in Colchester. These new apartments are sorely needed: current vacancy rate in Chittenden Co. is just 0.4% (a healthy vacancy rate is between 4-8%) and affordable one-bed apartments are particularly hard to come by.
