The town of Williston, located in Chittenden County where the housing crunch is at its most extreme, uses a "growth management system" that limits the amount of permits given each year to regulate new construction. The town’s planning commission advanced a proposal to build 93 housing units on an undeveloped parcel off Mountainview Road, but none of the units are designated as affordable housing. Affordable housing was not included in the town plan because doing so would require building more housing on the parcel to make it financially viable, the developer said.
